ASSET VALUES MATERIALIZATION MECHANISM OF FOREST CARBON SEQUESTRATION RESOURCES FROM PERSPECTIVE OF GAINS

Asset values materialization of forest carbon sequestration resources plays a key role in obtaining the pilot objective of collective-owned natural resources asset entrust. This paper, based on a framework of situation-proposal-theory-system, studies how to materialize the asset values of forest carbon sequestration resources, providing reference for stakeholders to gain from ownership. Forest storage expansion method and market value method are used to measure the forest carbon sequestration values balance of China’s recent four times of inventorying forest resources with results showing that the balance is huge and has been steadily increasing, which explains the significance of this study. Governmental public data shows that forest carbon sequestration, owning huge values, can be converted into gains only from a small proportion. Forest administrations largely rely on governmental funding. It is vital to create new model to materialize forest carbon sequestration values, to convert balance into asset gains and to realize stakeholders’ benefits. This paper, based on the core connotation of Marxist dialectical materialism, presents a point of gain system view that is macroscopic, linking, and developing design. It equally treats natural resources’ economic values and asset gains, from gains to all-sharing objective. Each key step has been linked to materialize the economic values of forest carbon sequestration resource assets. Based on gain system view, this paper constructs the theoretical mechanism of forest carbon sequestration resource assets from overall framework, key steps and guarantees, initially forming a theoretical system which is employed to conduct system construction. Gains can be obtained through market, finance and industries, and suggestions on system optimization are given. Guarantees of gains can be through interactive-complete entrust, and also through collective ownership in distribution system from three distributions among central government, local government, enterprise and all people. Gain budget and use management should be established to make gain distribution institutional, normalized and public.

China has been closely cooperating with Kazakhstan in agriculture since “the Belt and Road” initiative was put forward, but this cooperation largely depends on an appropriate selection of agricultural investment to develop in a challenging global environment. This paper uses value chain to divide agricultural value chain into five chains, production, logistics, information, sales and innovation, and applies fsQCA to analyze the factors configuration of and path to Kazakhstan's agricultural development based on its 17 states' 2019 data. Production-sales mutual chain is the major drive for Kazakhstan's high level agricultural value chain, which is composed of two configurations, “production-sales chain*(~information chain)*(~innovation chain)” and “production chain*logistics chain*sales chain*(~innovation chain)”. A path leading to Kazakhstan's lower level agricultural value chain can be attributed to lagging-producing-capacity-constraining” and “non-agricultural-industrial-oriented”, the former including “(~production chain)*(~logistics chain)*(~information chain)” and (~production chain)*logistic chain*information chain*(~sales chain)*innovation chain”, and the latter including “production chain*logistics chain*information chain*sales chain*innovation chain”. Production chain and sales chain are the main drives to Kazakhstan's agricultural development, which is limited by innovation chain, but potentially powered by logistics chain and information chain. This paper suggests that Kazakhstan fulfill its advantages in agricultural production and sales in some states, cooperate with China's agricultural technology, information technology and infrastructure, deepen both parties' complementarity in the whole agricultural production chain, getting rid of Kazakhstan's agricultural transforming dilemma along with reaching a win-win.

High-quality development is a new concept of innovation, coordination, green, openness and sharing, promoting sustainable development in the region, and there are few studies on high-quality economic development from the perspective of ecological welfare. From the perspective of ecological welfare, it is of great theoretical and practical significance to evaluate the ecological welfare performance of Western China and provide path choice for the high-quality development of this region. Based on the data of 11 provinces in Western China, this paper adopted two-stage dynamic non-expected DEA model to evaluate the level of ecological welfare performance. The results showed that the efficiency of ecological welfare in western China is 0.665, indicating that the overall level of ecological welfare performance is not high. Most provinces have not achieved high-quality development, mainly due to low ecological economic efficiency, with an average value of only 0.5. During the 13th Five-Year Plan period, the economic efficiency of the western region declined; Raising GDP increases welfare. To this end, we should accelerate the transformation of industrial structure, develop the circular economy and the green economy, raise GDP level, continue to increase investment in ecological protection and environmental governance, and improve the assessment indicators of local governments so as to promote high-quality economic development.

This paper, based on the declining marine resource in China, uses total marine fishing yield as one index marking marine fishing resource and temporal-spatial three-phased DEA model to analyze the economic efficiency of 11 Chinese coastal provinces’ marine fishing during 2004 to 2015. Among the three-phased DEA model application, the second phase Stochastic Frontier Approach (SFA) with removing influence of environmental and random errors show increment in economic efficiency in partially areas shows the advantages of DEA model in resource efficiency evaluation. From environmental and random factors, fishing economic efficiency is at largely increasing state in most provinces, less leaving unchanged or decreasing, especially in Zhejiang, Fujian, Guangdong and Guangxi largely increased at the third phase. Spatially, areas with high, middle and low fishing economic efficiency area scattering with outstanding efficiency level. The middle efficiency area will show a spatial concentrating trend during “the 12th-Five-Year-Plan”, index at same efficiency level is diminishing gap. Compared with “11th-Five-Year-Plan”,fishing economic efficiency is differentiating and turning over provincially during “the12th-Five-Year-Plan”. Since the beginning of “13th-Five-Year-Plan”, marine fishing economy develops fast, close to or reaching up to the limit of resource environmental carrying capacity, challenging in controlling fishing yield and boats. It is of significance of increasing marine fishing economic efficiency to sustaining marine fishing resources.

Popularization of land and resource science and technology plays a fundamental role in saving and effectively protecting China's land and resources. This paper, based on 2008—2012 annual popularization data, analyzes China's situation of land and resource science and technology popularization from staff, sites, fund, resources and media, and activities. A big stride forward since 2008 is shown by a steadilyrising popularization staff headcounts, a rational structure, completed base, an increasing fund, diversified media, and functional activities. However, issues are still existing in short of funds, lack of talents, unsound system. Land and resources administration should make full use of the abundance of science and technology resource to promote a healthy and sustainable development of science and technology popularization.

As China's risk exploration market starts and grows, exploration rights as a core asset of risk exploration capital market is of significance for ownership company if their values can be determined, which is difficult due to the nature of resource exploration. How to select the right evaluation method to measure the exploration rights values becomes critical. This paper analyzes the common methods with focusing on geological element order, which quite fits the exploration rights. This paper, aiming at some defects in this method, presents to set up expert system in different domains and to add financial and stock indexes in the geological element order, which can limit the evaluation risks at maximum.

This paper,based on land survey and remote sensing data in 2005 and 2010 in Heilongjiang’s 76 cities (counties),presents a revised index model of ecological environment quality from a reference of “Technical Guidelines of Ecological Environment Quality Evaluation (Trial)”,which includes land vulnerability,biological abundance, vegetation coverage,water distribution dense,environment quality and biological bearing capacity indexes.The revised model is used to study the evolution of Heilongjiang’s ecological environment,showing an improvement and favorable trending,especially in the eastern coal urban areas,excellent in Daxing’anling ,Xiaoxing’anling and Changbaishan areas,good in Sanjiang plain,Songhua river and its tributaries,ordinary in Songnen plain and eastern coal producing areas,lower in Harbin,Daqing and Qiqihar.

This paper, aiming at the reasons for Xinjiangs carbon emission growth, analyzes energy use situation, the amount of carbon emissions, emission trend of three industries, carbon emission intensity, per capita carbon emission, and uses LMDI according to the established factor decomposition model to decompose the carbon emission factors. It also quantitatively analyses economic development, population, emission factors, energy structure, energy use intensity, industrial structure from 1985-2009. The results indicate that economic development and population growth are the dominant factors that lead to the increase in carbon emissions. Adjustment of energy structure and industrial structure, and reduction of energy use intensity help reduce the amount of carbon emissions. This paper presents suggestions in carbon emission reduction.

This paper gives an introduction to Chinas gold mineral resources characteristics, exploration, development and processing technology, and aimed at gold crisis mines, analyzes gold concentrating areas potential combined with recent discoveries. Chinas gold deposits are characterized by regional concentrating, structural controlling, temporal concentrating, medium to small size, middle grade, large associated gold percentage, and diversified categories, and less open pit mining. Recent a patch of large to super large gold deposits have been discovered in Xinjiang, Sanjiang and ShaanxiGansuSichuan triangle areas. The newlyadded gold resources from 2006 to 2012 is about 650 t. China has basically formed a complete gold industry science and research system, but it is still difficult to exploit and utilize difficultprocessing gold ore resources.Development of mining in western China and deep prospecting in eastcentral China are two principal prospecting orientations.

This paper studies the land consolidation in Zhangqiu city, establishes an indexes system to assess the comprehensive benefit of plain land consolidation by means of Analytic Hierarchy Process to determine the weight and a sum model with a successful land consolidation project. Achievement in economy and society has been embodied, but not in ecology. This paper provides some suggestions to improve the land consolidation.
